Answer

All perfect praise be to Allah, The Lord of the Worlds. I testify that there is none worthy of worship except Allah, and that Muhammad sallallaahu `alayhi wa sallam ( may Allaah exalt his mention ) is His slave and Messenger.

First of all, we thank you, dear brother, for your zeal in seeking Islamic knowledge and for your desire to become a scholar. This is indeed a great determination which reflects your high ambition, so we ask Allah to enable you to achieve your wish.

It is known that seeking knowledge is not limited to the official educational institutions; rather, perhaps the sciences that are found in other places where knowledge is taught are more than what can be found in such official institutions.

For instance, in some Arab countries such as Mauritania, Morocco and other countries, there are informal educational centers that do not require a certain age for the student to enroll, and the students there study various sciences, such as the Arabic language, Fiqh (jurisprudence), the principles of Fiqh, the science of Hadeeth, and Tafseer (interpretation of the meaning of the Quran) much more than what is taught by government educational institutions.

Therefore, dear brother, you may join any of them, and if you ask the brothers whom you know who are from these countries, we are sure that they will help you in this regard.

Allah knows best.
