Jeddah is not within the boundaries of the sacred precincts

Question
Are inhabitants of Jeddah considered to be living in the Sacred Precincts?
Fatwa
All perfect praise be to Allah, The Lord of the worlds. I testify that there is none worthy of worship except Allah, and that Muhammad is His slave and Messenger.
Jeddah does not lie within the boundaries of the Sacred Precincts. Consequently, the people who live in Jeddah are not living in the Sacred Precincts. Now, there are marks that distinguish the boundaries that were demarcated by Prophet Ibraaheem (Abraham), may Allah exalt his mention.
An-Nawawi said, “There are marks established in all sides of the Sacred Precincts. Al-Azraqi and others mentioned through their chains of narrators that Prophet Ibraaheem, may Allah exalt his mention, demarcated the area and established such marks there. Jibreel (Gabriel), may Allah exalt his mention, showed him their places. Then our Prophet ordered marking them, then they were marked by ‘Umar and ‘Uthmaan, may Allah be pleased with them, and later on by Mu‘aawiyah, may Allah be pleased with him. They are still visible until now- all perfect praise is due to Allah.” Allah Knows best.
