Giving non-Arabic 'bayaan' before Friday khutbah

Question:

Assalaamu alaykum. In the masjid of our locality, the Friday khutbah (sermon) is given in arabic. However, before the Arabic khutbah, the imam gives an extra lecture/speech that is called 'bayan' in our local language for 15 to 20 minutes. Now, is this correct? And are the rulings of the khutbah also applied to this extra bayan, like not talking to others, not offering voluntary prayers (other than Tahiyyatul [greeting the] masjid), and attentively listening to the bayan?

Answer:

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah and that Muhammad is His slave and Messenger.

There is no harm in delivering the mentioned bayaan before the Friday khutbah for the purpose of preaching to the worshipers and alerting them to some matters of their religion. However, this should not become a habit because it is not part of the Sunnah; neither the Messenger of Allaah nor the Companions or their rightly guided successors were known to do such a thing. Moreover, it should not be done regularly so that people would not get bored of it or get accustomed to it and accordingly it loses its effect on them. Please, refer to fatwa 85175 in this regard.

The rulings of the khutbah do not apply to this bayaan.
