Having to buy a ticket to enter a competition

Question:

I am about to enter a competition but I need to pay for a ticket first before entering the competition. Then if my answer is correct my name will be placed in a drawing. Do you think this is right?

You are not allowed to participate in the mentioned competition since you may be a winner or a loser after paying for the ticket; this is a form of gambling.
