All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger. We ask Allaah to exalt his mention as well as that of his family and all his companions.
It is forbidden in the Book of Allaah, the Sunnah of the Prophet and the consensus of the scholars for a Muslim woman to marry a non-Muslim whether he is an idolater, a Jew or a Christian. Allaah Says (what means): {And give not (your daughters) in marriage to Al-Mushrikeen (disbelievers and atheists) till they believe (in Allaah Alone). And a believing slave is better than a polytheist, even though he might please you.}[Quran 2:221]. Consequently, all Muslim scholars agreed in a consensus that it is forbidden for a Muslim woman to marry someone from another religion. For more benefit, please refer to Fataawa 90497, 83425 and 81220.
Therefore, the sister should not take into consideration what this man says, and it is not permissible for her to marry him unless he embraces Islam full-heartedly. It is also forbidden for her to establish any kind of relationship with him, and she should be very careful about him as he may make her doubt her religion and lead her to apostate, and so, she will lose this world and the Hereafter.
Finally, we advise this sister to learn the principles of her religion and study the rulings of Islamic legislation so that she will not do something contrary to her religion.
Allaah Knows best.
