All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger. We ask Allaah to exalt his mention as well as that of his family and all his companions.
First of all, we ask Allaah to reward you for being keen to please your mother, and we ask Him to increase your zeal for doing good and refraining from doing evil.
In principle, a woman should stay in her home and she should not go out except for a necessity. Moreover, she should not go out frequently and this is something religiously established as Allaah Says with regards to women (what means): {And stay in your houses.}[Quran 33:33].
Therefore, it is not permissible for a woman to travel for studies without her husband or a Mahram (i.e. a person whom one is permanently prohibited from marrying due to suckling, marital, or blood relations) for more benefit, please refer to Fataawa 83795 and 81210.
If the matter is as you mentioned in the question that studying in this university requires one to travel there, and you have no Mahram to accompany you, then it is not permissible for you to obey your mother in travelling, as there is no obedience to a creature in disobeying the Creator [Allaah]. However, you should endeavour to please your mother and convince her to give up her opinion about you travelling to study there. You should earnestly supplicate Allaah so that He might make her pleased with you. Furthermore, it should be mentioned that residing in a non-Muslim country involves many disadvantages for a person's religion and worldly affairs. Therefore, a Muslim should not resort to travel there except for a necessity or a dire need.
