Question
As-salamu Alaykum. What is the ruling on saying "Kiss my hand" to a person?
Answer
All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad 
is His slave and Messenger.
It is not proper for someone to ask people to kiss his hand. Such an act can even be declared prohibited because it implies pride and arrogance on part of the doer. Asking others to kiss one's hand is in fact more reprehensible than merely liking them to do so. The Prophet said: "Whoever likes that he be welcomed by men standing, then let him assume his seat in the Fire." [Ahmad and Abu Daawood]
Al-Munaawi 
commented on the Hadeeth saying, "This is because such a thing only arises from one magnifying his own importance and from the belief of one's perfection; this consists in arrogance, conceit, ignorance and deceit on part of the doer." [Faydh Al-Qadeer]
Skaykh Al-Islam Ibn Taymiyyah said about the one stretching his hand out for others to kiss it, "A person who stretches his hand out intentionally for others to kiss it should undisputedly be forbidden from such an act, regardless of his status, by contrast to when the one who kisses another's hand is the one who initiated the act." [Mukhtasar Al-Fataawa Al-Masriyyah]
