Wearing form fitting clothes during Ihraam (ritual consecration)

Question

I performed Hajj with my mother, but I wore Ihraam and wore a form fitting garment on it because I did not have permission to perform Hajj (officially), then I took off the garment when I reached Al-‘Azeeziyyah (a district in Makkah). What should I do?
Answer
All perfect praise be to Allah, the Lord of the worlds. I testify that there is none worthy of worship except Allah, and that Muhammad is His Slave and Messenger.
Anyone who wore form fitting clothes while he in the state of Ihraam must offer a Fidyah (compensation). Allah The Almighty Says (what means): {And whoever among you is ill or has an ailment of the head [making shaving necessary must offer] a ransom of fasting [three days] or charity or sacrifice.} [Quran 2:196] This applies whether the person wore form fitting clothes because of an excuse or not, and if there was not an excuse, the person should offer a Fidyah and also repent. Thus, you should offer a Fidyah, which is either slaughtering a she-sheep, feeding sixty poor people with half a Saa' (single handful) for each one, or fasting for three days.
We would like to call your attention that if you could not get a Hajj permit, you would be incapable of performing Hajj as Hajj is obligatory only for the one who is capable of performing it. If the rules that regulate Hajj affairs are intended for achieving the public interest, they should be obeyed and you should not violate them.
Thus, you should ask Allah to forgive you for the violation that you committed, but your Hajj is valid, if Allah wills.
