Qurie Threats to Quit as Israeli Army Stays in Rafah

The Palestinian Authority has come up with an uneasy compromise after holding crisis talks. New Prime Minister Ahmed Qurie says he will, in the short-term, head an emergency cabinet. But if his dispute with Yasser Arafat is not resolved, he has made it clear that he will step down. "The same government will continue until 20-25 days and after that there will be a new government with a new Prime Minister also," he said. Qurie wants more powers than the Palestinian President is prepared to give him and the row erupted over Arafat's rejection of Qurie's nominee for the post of Interior Minister, Nasser Youssef. That job, for the moment, remains vacant. Its is all a far cry from the scenes of bonhomie between the two men as Qurie took his oath of office, following in the footsteps of Mahmoud Abbas, who resigned after also failing to see eye to eye with the veteran Palestinian leader. **Israeli Occupation Army to Stay in Rafah*** Israel says its army will stay in the Rafah refugee camp for as long as is necessary. At least eight Palestinians, including children, have died since the military moved in at around midnight on Thursday. Dozens of homes have been demolished. Human rights organizations denounce such demolitions as collective punishment. Witnesses in the camp, on Gaza's border with Egypt, say the latest victim was a 19-year-old Palestinian. A spokesman for Israeli forces says the dead man was armed. Israel has stepped up its military measures after an Palestinian bomber killed 20 people in Haifa last week. Reports overnight say soldiers killed a Palestinian activist spotted near a Jewish settlement in the southern Gaza Strip. Israel has been seeking out underground tunnels in Rafah. It says they are used to smuggle weapons into Gaza from Egypt. Dore Gold, an adviser to Israeli Prime Minister Ariel Sharon, said Israel was doing the work "that the Palestinian Authority is supposed to do." **PHOTO CAPTION*** In this photo made available from the Palestinian Authority, Palestinian leader Yasser Arafat pauses during a meeting in his headquarters in the West Bank town of Ramallah, Saturday Oct. 11, 2003.
