No problem if someone in a state of Ihraam shaves the head of someone not in a state of Ihraam
Fatwa No: 15570

Question

During Hajj of the year before last, I shaved the head of my father before I ended my state of Ihraam. Am I required to do anything?

Answer

All perfect praise be to Allaah, The Lord of the worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad, sallallaahu ‘alayhi wa sallam, is His slave and messenger.

When two persons in a state of Ihraam have completed the rituals, there is no problem if one of them shaves the head of the other according to the agreement of the four schools of Fiqh.

It is also permissible for someone who has not yet completed his rituals to shave the head of one who is not in a state of Ihraam according to the majority of scholars. They base their view on the fact that, by doing this, he shaves off hair that is no longer forbidden to be shaved on account of the Ihraam, so this action is allowable and requires no expiation.

Allaah Knows best.
