All perfect praise be to Allah, The Lord of the Worlds. I testify that there is none worthy of worship except Allah, and that Muhammad is His slave and Messenger.
We cannot judge whether or not this product forms an insulating layer without seeing it. In any case, you can easily know this. If it has a thickness that prevents water from reaching the skin or the head, then it is a barrier, otherwise it is not.
A barrier is perceived by the senses as is well known.
If you doubt about it, then in principle it is not a barrier; hence, you should ignore whispers in this context and others, for being carried away with whispers leads to a great evil.
For more benefit on whispers, please refer to Fataawa 374308 and 356689.
Allah knows best.
