Is it permissible to recite Quran from the Mus-haf (physical copy of the Quran) while performing tawaf (circumambulation) in Hajj or ‘Umrah?

All perfect praise be to Allaah, the Lord of the worlds. I testify that there is none worthy of worship except Allaah and that Muhammad, sallallaahu ‘alayhi wa sallam, is His slave and Messenger.

Reciting the Quran during Tawaf, be it obligatory or voluntary, is permissible. There is nothing wrong if one who performs Tawaf recites from the Mus-haf as long as this does not trouble people or obstruct  them because of his slow gait due to his reading from the Mus-haf.
