Meaning of the narration about the Diyah (blood money) of a non-Muslim

Question

What is the meaning of the narration ''The Diyyah (blood money) of a non-Muslim is half of that of a Muslim.''?

Answer

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger. We ask Allaah to exalt his mention as well as that of his family and all his companions.

 

'Amr Ibn Shu'ayb reported from his father, who reported it from his grandfather that the Prophet said: "The Diyah (blood money) of a non-Muslim is half of that of a Muslim.'' [An-Nasaa'ee, At-Tirmithi and Al-Bayhaqi, and Al-Albaani classified it as authentic]

The jurists differed in opinion on this issue, i.e. on the amount of the Diyah of a non-Muslim, but they all agreed that there is no Diyah for a belligerent non-Muslim, whether he is a Jew, a Christian or else.
