The enemy of Muslims could be within or outside Fatwa No: 9987

Is the killing, displacing and occupation of Muslims by other nations in contradiction to the Hadeeth reported by Muslim, which states that Allaah the Almighty will not make our adversaries from non-Muslims? How can we reconcile this with the other Hadeeth that foretells of disbelieving entities uniting to corrupt and destroy Muslims? That said, I firmly believe that these two reports are authentic and what the Prophet, sallallaahu ‘alayhi wa sallam, said is the truth.
All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad, sallallaahu 'alyhi wa sallam, is His slave and Messenger. The fact that non-Muslims are murdering, ousting and violating Muslims does not conflict with the [first] Hadeeth, for what it says is that no nation will completely destroy Muslims and that Allaah the Almighty will not annihilate them by drought. If non-Muslims do fight Muslims, it will take place in some of their lands; likewise, if they do suffer famine, it will only affect some regions. Hence, all praise and thanks is due to Allaah The Almighty, for all His bounties. Moreover, there is no contradiction between this Hadeeth and the one, reported by Abu Daawood, and narrated by Thawbaan that tells of how disbelieving nations will co-operate to destroy Muslims. The meaning of this Hadeeth is that non-Muslims will collectively fight Muslims, who may be great in number yet weak; [their objective will be] to annihilate them, but this will never happen, for the previous Hadeeth negates the eradication of Muslims and [total] loss of sovereignty. Additionally, the second Hadeeth also implies that if Muslims do not prepare themselves for countering their adversaries and instead engross themselves in worldly affairs and their courage diminishes, Allaah the Almighty will remove fear of them, from their opponent’s hearts, because they will have failed to fulfill their obligations and His orders. Nevertheless, when the enemy fights Muslims, it will still never be able to completely destroy them.
