Enjoin good and forbid evil according to ability Fatwa No: 33823

I am studying in France. Whenever I see a non-Muslim or a disobedient Muslim, I feel that I must advise him because I was disobedient myself but now I know the truth, praise be to Allaah The Almighty. It is impossible to advise all non-Muslims and disobedient Muslims. I feel that I do not meet the obligation of enjoining good and forbidding evil as it meant to be. Please advise.
All perfect praise be to Allaah, the Lord of the worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad, sallallaahu ‘alayhi wa sallam, is His Slave and Messenger.
The feelings you have reflect your keenness on meeting the obligation of enjoining good and forbidding evil. May Allaah The Almighty reward you and increase your keenness.
Try to meet this obligation as much as you are able. Allaah The Almighty does not order one to meet an obligation that is beyond his ability.
I advise you to complete your studies as soon as possible and leave France. The Messenger of Allaah, sallallaahu ‘alayhi wa sallam, dissociated himself from every Muslim living in a non-Muslim country (without a valid reason accepted by Sharee‘ah (Islamic law)). Muslims are ordered to stay as far away as they can from non-Muslims. May Allaah The Almighty make us succeed in doing what He likes and what pleases Him.
