Rulings related to purity and Ghusl after menses Fatwa No: 473896

Can we fast if we have not performed ghusal after periods or if you have performed ghusal but observe brownish discharge .. can I repeat ghusal before prayer and complete my fast.
All perfect praise be to Allah, The Lord of the Worlds. I testify that there is none worthy of worship except Allah, and that Muhammad is His slave and Messenger.
If the menstruating woman got purified from her menstruation before Fajr in Ramadan, she must intend to fast, and start fasting even if she has not performed Ghusl yet, it was stated in the Fiqhi Encyclopedia: “Scholars agreed that if a woman got purified before Fajr, then she is obliged to fast that day.
And the obligation to do Ghusl does not prevent the act of fasting, like a person in the state of Janaabah (sexual defilement).
However, as the questioner mentioned that she saw a brownish discharge after Ghusl, this may indicate that she has not got purified from menstruation yet. Because purification from menstruation is realized by either sign, the white discharge or the dryness, either by seeing the white discharge, which is a white substance that comes out at the end of menstruation when it stops, or by dryness. This is observed by inserting a piece of cotton or a rag and the like into the vagina and it comes out without any blood, yellowish, or brownish. These are the two signs of purification. If a woman sees one of them, she shall perform Ghusl and pray. It was stated in (Sharh Kifayat At-Talib Ar-Rabani) about the white discharge and the dryness: The white discharge is a white liquid that comes and the end of menstruation, which is a proof of no pregnancy, and the dryness is when a woman enters a rag or cotton into her vagina and then it comes out dry without any wetness.
Al-Hattab said in (Mawahib Al-Jaleel): He does not mean to be completely dry from wetness, rather, he meant to be dry from blood, yellowish, and brownish. Because the vagina is usually wet.
Therefore, if the questioner sees a brownish discharge after seeing one of these two signs, then she got purified, and that brownish shall not be taken into account, due to Hadeeth of Umm Atiyyah : “We did not consider the brownish and yellowish after purification (from menstruation) to be anything.” [Al-Bukhari].
If the questioner did not see one of these two signs, then she has not become purified yet, then she should not fast or pray until she sees the white discharge or the dryness. and you may refer to the two Fatawa: 113538, 125837.
