Does Not Wear Hijab but Dresses Modestly Fatwa No: 84066

I deeply appreciate it. I am not attending a university but an educational centre where all the reviews for foreign graduates are being conducted and I am currently taking my final medical board exam and I do have group studies with other foreign medical graduates in the form of question reviews and also do work for this centre too. Please let me know your comments I do not wear Hijab but dress very modestly.
All perfect praise be to Allah, The Lord of the Worlds. I testify that there is none worthy of worship except Allah, and that Muhammad is His slave and Messenger.
May Allah reward you for your interest in knowing the religious matters pertaining to you and for being in contact with us. We ask Allah to grant all of us success and soundness.
As for your question, know that basically intermixing of sexes is forbidden as we have informed you in our previous Fatwa. The above ruling is common for any mixing of both sexes, be it in university or educational center or workplace.
However, it may be permissible only at the time of necessity as mentioned in the previous Fatwa.
Know that you are obliged to wear the Islamic Hijaab in front of non-Mahram men. Only wearing a modest dress is not enough if it lacks the conditions set by the Sharee'ah. Every dress, which is not in accordance with the rulings of the Sharee'ah, cannot be a modest dress.

Finally, we advise you to leave the mixed environment. If you are in dire need and cannot avoid it, then avoid mixing with men as much as possible and wear a complete Hijaab.
We ask Allah to solve your problems, make them easy, help you to be obedient to him, and keep you away from His Disobedience and Anger.
