What counts is the last action a person did before his death and not the place where he died
Fatwa No: 91693

Question

What is the ruling on someone who dies a normal death while abroad?

Answer

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger. We ask Allaah to exalt his mention as well as that of his family and all his companions.

There is no difference between a person who dies in his country among his family and a person who dies in a foreign country, as what counts is the last actins a person did before his death and not the country where he died. Nonetheless, there is no harm for his family to perform the funeral prayer of and absentee. It is also permissible for them to transport him to his country and bury him there if he was not buried in the country where he died, provided that it is not feared that he will be decomposed if he is transported to his country and his burial is delayed. However, delaying his burial is contrary to the Sunnah unless there is a need for it. Indeed the Prophet urged us to hasten to bury the dead.

Allaah Knows best.
