The crisis in Gaza is topping the agenda of Arab leaders who have gathered in Kuwait for a summit aimed at boosting regional economic growth.
The leaders had been divided on how to respond to Israel's assault on the Palestinian territory and faced heavy criticism for their apparent inaction.
Meeting in Kuwait a day after a tenuous truce took hold in Gaza, the Arab leaders were expected to explore possibilities on how to speak with a united voice on establishing a more durable ceasefire and rebuild Gaza's devastated infrastructure.
At least 17 Arab leaders were attending the two-day summit that opened on Monday.
Amr Moussa, the secretary-general of the Arab League, has touted the meeting as an opportunity for unity.
Speaking earlier in the week, he said "the Arab ship is really sinking and Kuwait's summit ... might save it".
"Yes, military occupation [of Gaza] is a serious matter that needs to be addressed," Moussa said. "But backwardness in our societies also needs to be taken care of."
