Performing Ruqyah for sick people in public Fatwa No: 140082

assalamoualaikoum my name is sarif and i live in mauritius,an island of 1.2 million inhabitants and same is situated in the indian ocean near madagascar.the muslim population is 20 % and the majority is of hindu faith.black magic or sihr is part of the hindu rituals since they are indulged in idolatry and worship the kali maataa known for magic and causing harm or more precisely for vengeance.many muslims also are indulged in ta'weez and black magic.a brother who studied at the university of madinah is performing rouqya in public and people who are ill are manifesting,screaming.the good thing is that by seeing these manifestation people are discovering the power of the wordings of the holy quran and even the non muslims are recognizing the power of the quran,some will insha allah embrace islam.the fear of the shayateens through the manifestation also have positive reactions on the youths as they are being more attentive to the teachings of islam for example;some muslims girls are putting their hijabs etc. but other scholars(who also studied in madina) are against the rouqya in jamaat.they say the rouqya is good but the only point is that they dont agree in jamaat as according to them it is not in the sunnah.but the problem is that some of them who were doing rouqya in private has stopped that because they fear attacks from the jinns. my question is that in such circumstances is it permissible for the brother to do the rouqya sessions in jamaat as he is the only one doing it in the country.besides he does it without taking money as he runs his own business. also in saudi arabia they do it in jamaat!! All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger.
The Muslims who are residing in that country in general and particularly the Daa’iyahs (people calling to Allaah) among them should be interested in the ‘Aqeedah (matters of faith) of people, so they should teach them the correct ‘Aqeedah, and they should be concerned with raising their awareness and connecting their hearts to Allaah and to no one else. They should also let them know that it is only Allaah Who harms and benefits.
When those people fully rely on Allaah, have a firm certainty and a trust in Him, and be heartily attached to Him, they would not fear the devils nor care about them, rather they would know that Allaah is sufficient for them in repelling the plots of the devils and so they would leave their affair to Allaah, as He is the best protector and the best helper. Also, the Daa’iyahs should teach people the useful Ruqyah which they would perform on themselves to protect themselves from the plots of the devils and the evil of the magicians.
However, it is permissible to seek Ruqyah if the person who performs it abides by the pre-conditions of the correct Ruqyah. Besides, it is permissible for a person who performs the Ruqyah to perform it in private or in public provided that he abides by its pre-conditions, which are that it should be performed with the words of Allaah [the Quran] or with words that are clearly understood and do not include a prohibition. Also, both the person performing the Ruqyah and the one for whom it is performed should know that the Ruqyah does not harm or benefit by itself, but it is only Allaah Who harms or benefits.
