Answer

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad, sallallaahu ‘alayhi wa sallam, is His slave and messenger.

You stated that Mathy (pre-ejaculatory fluid) is usually discharged before the emission of Maniyy (semen); however, this is not necessarily the case. In fact, this even contradicts actual observation. The emission of Maniyy is not often preceded by the discharge of Mathy; rather, in many cases, only Maniyy or Mathy is discharged.

Each discharge has its distinguishing characteristics and consequent rulings. Maniyy is regarded as (ritually) pure, according to the preponderant scholarly opinion. It is not incumbent on the person to wash the body parts or clothes tainted with Maniyy, yet it is recommended. As for Mathy, it is regarded as (ritually) impure and accordingly, the person is obliged to wash the body parts or clothes tainted with it as explained earlier. For more benefit, please refer to Fatwa 82518.

When the person is sure of the emission of Maniyy, he is obligated to perform Ghusl (ritual washing), but not to purify his body parts or clothes tainted with it. If he is sure of the emission of Mathy, he is obligated to perform Wudhoo' and purify his body parts and clothes tainted with it. However, if one is sure of the emission of both Maniyy and Mathy, he is obliged to wash the body parts or clothes tainted with Mathy and perform Ghusl so as to purify himself after [the discharge of] Maniyy.

However, when one has doubts about discharging Mathy, he should not act upon such doubts and should simply ignore them because the basic principle is that it has not been discharged until proven otherwise; he should rely on the basic principle in this regard until he knows with certainty that Mathy has been discharged.

Allaah Knows best.
