Is it permissible to translate and sell a public lecture in book format?

All perfect praise be to Allah, the Lord of the worlds. I testify that there is none worthy of worship except Allah and that Muhammad is His slave and Messenger. 

There is no harm in translating lectures, printing them, and selling them as long as the content of the lecture is Islamically lawful and on the condition that the lecturer who delivered the lecture grants his permission and does not object to it.
