Is the narration “Prevent your children and mad people from entering the mosques, and avoid raising your voices”, authentic?

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger. We ask Allaah to exalt his mention as well as that of his family and all his companions.

The above narration is reported by Ibn Maajah but its chain of narration is weak, as stated by Ibn Katheer and Imaam Al-Albaani and others classified it as weak.
