Lack of papers prevents him from bringing his family Fatwa No: 90361

My question is that my friend is working as a marketing assistant and he draws a good salary and also getting housing from the company. He is engaged and going to marry now. He wants to bring his wife from Jordan after marriage. But he has no certificate as he was not able to complete his graduate studies. The government rule doesn't allow him to bring his family. The only option is to pay bribe or make a fake certificate. As he can well maintain his family and just due to the rule as he is stopped from bringing him his family, can he do any of the above? Is it permitted?
All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger. We ask Allaah to exalt his mention as well as that of his family and all his companions.
If your friend can afford his wife then he has to bring her to live with him, even if it means using false documents or by bribery if there is no other way, provided it does not cause harm to him or anyone in future. Bringing one's wife is a good purpose to keep oneself chaste and his wife as well. It also brings harmony between the spouses and provides them a peaceful marital life.
Imaam Ibn Al-Jawzi, a Hanbli scholar said: 'Any virtuous purpose which can not be availed except through lying then lying is allowed provided the purpose is good; if achieving his purpose is Islamicly obligatory, then lying becomes obligatory.'
