Fatwa CenterOffering Sacrifice Is Not Conditional on Performing the Rituals of Hajj
Question
Assalamu alaikum wa rahamathullahi wa barakathahu. We follow Hanafi fiqh. I understand that due to corona pandemic Hajj has been cancelled this year except for the locals. I would like to know whether we may offer animal sacrifice this year also as was done during the yester years. Allah Hafiz
Answer
All perfect praise be to Allah, The Lord of the Worlds. I testify that there is none worthy of worship except Allah, and that Muhammad 
is His slave and Messenger.
The sacrifice has nothing to do with performing the rituals of Hajj or not. If it is assumed that the Hajj was not performed in any given year for any reason, then it is prescribed for people to offer the sacrifice and not abandon it just because the Hajj is not organized.
We do not know of any of the scholars, neither the Hanafi School of jurisprudence, nor any other Schools or scholars, who has ever conditioned the legitimacy of the sacrifice on the performance of Hajj.
