I want to know if someone has a wet dream can he pray the Salat-ul-Fajr without the taking Ghusl, or can he pray after just washing the effected area and changing to clean clothes?

It is unlawful for the Muslim to pray while Junub (in ceremonial impurity) unless he/she has a legal excuse that prevents him/her from taking this bath like not having water or fearing harm, in this case the person can make Tayamum (dry ablution) instead of Ghusl. Allah Says (interpretation of meaning): {O you who believe! Approach not AsSalât (the prayer) when you are in a drunken state until you know (the meaning) of what you utter, nor when you are in a state of Janâba, (i.e. in a state of sexual impurity and have not yet taken a bath) except when travelling on the road (without enough water, or just passing through a mosque), till you wash your whole body…..}[4:43].
