Answer

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger. We ask Allaah to exalt his mention as well as that of his family and all his companions.

According to the most preponderant opinion of the scholars may Allaah have mercy upon them whoever intends to reside more than four days in a place of destination (while in a journey) without the day of arriving and leaving, then he should perform the prayers fully without shortening them. However, some scholars may Allaah have mercy upon them are of the view that a traveller is permitted to shorten the prayer even if he resides for a period more than the above stated one as long as he is a traveller.

Nonetheless, in our view, in order to be on the safe side, it is better for you to make up all the prayers which you had shortened while residing in a place of destination with the intention of residing four complete days or more.

What is meant by a place of destination here is a place to which one must commute a travelling distance. For instance Makkah is a place of destination and Al-Madeenah is place of destination. Therefore, if you reside in one of them four days [or more], you are no longer considered as a traveller, but if you travel from it to another place of destination, you may shorten the prayer as long as you do not reside in it for four days [or more], and so forth.

Allaah Knows best.
