Wudu and waterproof makeup

Question

Is it wrong to do Wudu over water proof mascara? Does water have to reach our eye-lashes?

Answer

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger. We ask Allaah to exalt his mention as well as that of his family and all his companions.

Making water touch ones eyelashes during ablution is an obligation since they are part of the face and washing ones face is an obligatory act of ablution.

Muslim scholars have stated explicitly that putting water on the eyelashes is compulsory.

Imaam An-Nawawi may  Allaah  have  mercy  upon  him mentioned in his book Al-Majmoo', 'The kinds of hair that should be washed during ablution, among them he also mentioned eyelashes and the hair that grows on cheeks….'

Therefore, if the mentioned substance prevents water from reaching ones eyelashes, then ablution is not valid, so this mascara should be removed prior to performing ablution. If the water reaches the eyelashes then the ablution is valid and removing the substance is not compulsory.
