What were the new rulings provided by the Sunnah when the Quran remain silent?
All perfect praise be to Allah, The Lord of the Worlds. I testify that there is none worthy of worship except Allah, and that Muhammad is His slave and Messenger.
The question is not clear. However, it is known that some texts of the Sunnah explain the general terms of the Quran, such as detailing the five daily prayers and the manner of performing them in explanation of the general command in the Quran, which reads (what means): {And establish prayer...} [Quran 2: 43]
Other texts of the Sunnah specify the general texts of the Quran and restrict its non-restricted texts, like forbidding a bequest made in favor of an heir or one that is more than one-third of the estate. This is a specification of the verse in which Allah, The Exalted, Says (what means): {…after any bequest he [may have] made or debt.} [Quran 4: 11]
Moreover, other texts of the Sunnah independently legislate rulings that are not stated in the Quran, such as the principle of Shuf‘ah (the right of pre-emption in sale transactions), the definition of Luqatah (a found and picked-up item), and many other similar rulings that are not mentioned in the Quran. It is obligatory to follow the Sunnah of the Prophet, sallallaahu ‘alayhi wa sallam, in all matters because it is the second part of the twofold divine revelation (Quran and Sunnah).
The Quran stated, in many occasions, the obligation of following the Sunnah and acting upon it. Examples are the verses in which Allah, The Exalted, Says (what means):
· {And whatever the Messenger has given you – take; and what he has forbidden you – refrain from.} [Quran 59: 7]
· {Say, "Obey Allah and obey the Messenger...”} [Quran 24: 54]
There are many other verses to the same effect.

Allah knows best.
